Commissioner Aydlett directed staff to begin the process to form the Carova Beach Service District. Commissioner O’Neal seconded the motion. Motion carried.

This was brought about because of a meeting called a few months ago where a vote was taken. North Swan Beach residents unanimously opposed the service district while only 5 Swan Beach residents were in favor. Due to the very different conditions of the roads in Carova, Carova Beach residents were mixed.

So an advisory board will be formed for a proposed Corova Beach Service District comprised of the following. 3- full time Corova beach residents, 1- non-resident home/property owner in Corova, 1- member of the Volunteer Fire Department, 1- member of the county EMS Department and one representative of the sheriffs department.

The purpose will be outlined in a document that will be available for review and comment during a four week period before it goes for a public hearing. The extent and scope of the service district will be defined by the advisory board who will make recommendations.

According to the North Carolina General Statues, a service district can only be formed if it meets these criteria:

NC General Statutes - Chapter 153A
(a1) Findings. - The board of commissioners may establish a service district if, upon the information and evidence it receives, the board finds that all of
the following apply:
(1) There is a demonstrable need for providing in the district one or more of the services listed in G.S. 153A-301.
(2) It is impossible or impracticable to provide those services on a countywide basis.
(3) It is economically feasible to provide the proposed services in the district without unreasonable or burdensome annual tax levies.
(4) There is a demonstrable demand for the proposed services by persons residing in the district.

Swan is not physically adjacent so it can not be annexed into the SD. However, North Swan has that potential.

The board of SBPOA voted to start a "road maintenance" fund so that the SB property owners could control the maintenance of roads, without the need for a service district.
